tipsy nipper plans

friend of mine would like to built his own tipsy nipper.any idea where to get/buy plans?

I've just been through this little saga!
Having been in touch with Nipper Kits & Components, I got a list of items available - including new jig built fuselages (although there is still some question over this).
The stumbling block really seems to be the availability of suitable plans for the PFA. I can't tell you a whole lot more as I couldn't get any official response from the PFA, but it appears as though they regard it as being designed as a factory built aircraft and any plans are not complete enough/suitable for homebuilding.
Sorry I can't be more helpful, but I ended up choosing a Starlet instead.
